Its been my contention for some time that the internal regulators in MOD, both reactor and weapons should be rationalised into a small office in Bootle to permit complete oversight by a professional regulator instead of the mix of quasi-regulators that the MOD currently have. If we can outsource the industry then perhaps regulation should be outsourced similarly but to an organisation with no "tip the hat to the boss" attitude.

Looking on the postive side, if a commerical company is to undertake the day to running of Coulport this opens the way for civil regulation by the NII rather than MOD's internal nuclear Regulator. The precident for this has already been set with the licesing of AWE Aldermarston and Burghfield under the Nuclear Installations Act
